FAQ

Environmental clearance and consent — common questions

Who needs a Consent to Establish and a Consent to Operate from CECB?

Any industry, operation or process in Chhattisgarh that discharges effluent or emissions needs a Consent to Establish (CTE) before construction and a Consent to Operate (CTO) before production, under the Water Act, 1974 and the Air Act, 1981. The unit's CPCB category — Red, Orange, Green or White — decides the route and the validity; White-category units are generally exempt. ITFC files and follows the application on the CECB online consent system.

Does my project need Environmental Clearance?

Projects listed in the Schedule to the EIA Notification, 2006 need prior Environmental Clearance before construction starts — Category A from MoEF&CC and Category B from the State Environment Impact Assessment Authority (SEIAA), applied for on PARIVESH. Expansions beyond the notified thresholds also need a fresh EC or an amendment. ITFC assesses applicability from your product and capacity.

What is ITFC's role in an EIA study?

EIA reports must be prepared by an accredited EIA consultant organisation. ITFC acts as the promoter's coordinator alongside the empanelled EIA agency — reviewing the baseline data, the EIA and EMP report and the public-hearing process, and monitoring the work to deadline — so the study matches the project and the application moves without rework.

When is a CGWA groundwater NOC required?

Industries, infrastructure and mining projects that draw groundwater need a No Objection Certificate from the Central Ground Water Authority, applied for on the NOCAP portal, with conditions such as flow meters, piezometers and water audits. Micro and small enterprises drawing less than 10 cubic metres a day are exempt under the CGWA guidelines. ITFC handles fresh NOCs and renewals in every assessment category.

How early should a CTO renewal be filed?

Well before the consent expires. ITFC keeps each client's consent expiry dates on a compliance calendar and starts the renewal file in advance, so operations are not exposed to a lapse.

Do you handle carbon credits, decarbonisation studies and GHG audits?

Yes. ITFC has advised on emission-reduction projects since 2003 under the Clean Development Mechanism. We develop carbon credit projects, prepare decarbonisation studies with costed abatement options, and run internal GHG inventory audits ahead of third-party verification and emission-intensity targets.
